(Possible) exceptions

Your vehicle may fall outside the scope of the kilometer charge if you belong to one of the following vehicle categories. Have you checked the conditions and do you think this is the case?  Register your vehicle using the following form. Below you will find the most important categories that fall outside the kilometer charge if certain conditions are met.

Bulldozer, dumper or excavator

Your vehicle falls outside the scope of the Belgian kilometer charge if your vehicle cannot transport goods.

Bus
Your vehicle falls outside the scope of the Belgian kilometer charge if your vehicle is registered as vehicle category M (=passenger transport).

Concrete pump without mixer (provided that transporting concrete is not possible)

Your vehicle falls outside the scope of the Belgian kilometer charge if your vehicle cannot transport goods like concrete.

Fairground/circus wagon

Your vehicle falls outside the scope of the Belgian kilometer charge if your vehicle is pulling a trailer and is identifiable by a logo. Attention: a circus trailer is not the same thing as a campervan.

Foreign vehicles ≤ 3,5 tons

Your vehicle falls outside the scope of the Belgian kilometer charge if your vehicle weighs ≤ 3.5 tons Gross Vehicle Weight (GVW) and if your vehicle is NOT registered as N1-BC with the GVW towing (= weight of tractor unit and trailer together) > 3.5 tons GVW.

Hummer, Dodger or pick-up ≤  3,5 ton GvW

Your vehicle falls outside the scope of the Belgian kilometer charge if your vehicle is registered as vehicle category M (=passenger transport).

Mobile crane

Your vehicle falls outside the scope of the Belgian kilometer charge if your vehicle cannot transport goods.

Mobile home/campervan (if your vehicle is registered as vehicle category M)
Your vehicle falls outside the scope of the Belgian kilometer charge if your vehicle is registered as vehicle category M. The conditions for qualifying as a mobile home/camper van are set out in the technical regulations (see the certificate of conformity (COC)):

  • at least four wheels
  • built for passenger transport
  • maximum 8 passengers
  • living area with seating area, whether not fitted with a pivoting table, cooking unit, storage facilities, sleeping area
  • fixed to bodywork

  • Please note: if you convert your vehicle from category N (= truck) into a mobile home, then the vehicle does not automatically come under category M (= passenger transport). You first need to have the vehicle documents modified so that the vehicle becomes category M and therefore no longer subject to the kilometer charge.

Oldtimer (> 30 years old)

Your vehicle falls outside the scope of the Belgian kilometer charge if

  • your vehicle is more than 30 years old.
  • You have a compulsory O number plate in Belgium. Foreigners are subject to the conditions of the O number plate set out in the Royal Decree of 15 March 1968, which are defined below:
    • You do not transport goods. Goods are defined as anything you can load/unload, including other oldtimers.
    • The vehicle is not used for commercial or professional purposes or paid passenger transport. Please note that advertising is also a commercial activity.
    • The vehicle is not used for daily travel such as commuting.

Training vehicle (if dual controls)

Your vehicle falls outside the scope of the Belgian kilometer charge if your vehicle meets the following additional conditions:

    • You have dual controls in the cabin
    • You are not transporting goods (unless for training purposes, for example concrete blocks)
    • You are externally identifiable with the designation “driving school” on the tractor
    • You are registered in the name of a driving school or the Social Fund for Transport and Logistics.

Telehandler/(elevator) lift (without loading bay, cargo area or workshop)

Your vehicle falls outside the scope of the Belgian kilometer charge if your vehicle cannot carry goods and weighs less than 500 kg of tare. Your vehicle has no loading bay, cargo area or workshop.

Tractor

Your vehicle falls outside the scope of the Belgian kilometer charge if your vehicle belongs to (one of) the following categories:

  • Agricultural vehicle, using public roads in Belgium in a limited way and used exclusively for agriculture
  • Tractor driven only for maintaining roadside verges (if no trailer)
  • Tractor with campervan
  • Oldtimer truck that meets the following conditions:
    • at least 30 years old
    • no transport of goods
    • not used for commercial or professional purposes, including advertising
    • not used for daily travel such as commuting.
  • Tractor for training with the following additional conditions:
    • You cannot transport goods (unless for training purposes, for example concrete blocks).
    • You are externally identifiable with the designation “driving school” on the tractor.
    • You are registered in the name of a driving school or the Social Fund for Transport and Logistics

Truck with generator

Your vehicle falls outside the scope of the Belgian kilometer charge if your vehicle cannot carry goods and weighs less than 500 kg of tare and and if the Gross Vehicle Weight minus the curb weight weighs less than 500 kg tare..

Vehicle for horse transport (private or professional use)

  • Your vehicle falls outside the scope of the Belgian kilometer charge if if your vehicle is registered as vehicle category M (=campervan).
