As from July 1st, 2026, a surcharge for CO2 emissions will be applied to the rates of the kilometer charge in Flanders
This rate change follows the European obligation (already in place in several European countries, amongst others: Germany, Austria, and Denmark) and aims to steer even more strongly towards greening of the vehicle fleet.
The current parameters remain. The rates are defined by the Euro-norm, the weight and the region in which the vehicle drives. But a new parameter will be introduced in Flanders, the CO₂ emission class.
The less carbon dioxide (CO₂) the vehicle emits, the better it is for the environment; therefore, the rate will be lower. There are 5 classes of CO₂ emissions: 1 being the least environmentally friendly and 5 the best.

All users will need to register their CO₂ emission class as a new parameter.
How to determine the CO₂ emission class of a vehicle?
In some rare cases, the CO₂ emission class is already mentioned on the vehicle documents.
In April, Viapass will provide a CO₂ emission class calculator on Viapass.be. It will allow the users to determine the CO2 emission class based on the vehicle documents. Parameters include engine type, date of first registration, vehicle type and subgroup. The documents needed for the calculator are the Registration Certificate, the Customer Information File (CIF) and the Certificate of Conformity (CoC).
As a rule of thumb, vehicles that were first registered before July 1st, 2019 are automatically assigned the CO₂ emission class 1. The CO₂ emission class 5 is exclusively reserved for zero-emission vehicles.
Viapass will, via the calculator, provide the users with a document summing up the information they have given and the resulting CO₂ emission class. This document can be handed over to the service provider to update your OBE settings.
Make sure to adapt your settings before July 1st, 2026!
Even though the CO₂ surcharge will be (at the moment) only applicable in Flanders and not yet in the other regions, every OBU needs to be adapted with the CO₂ emission class. You will not be charged for CO₂ in Wallonia nor in Brussels as of July 1st, 2026, but this parameter is likely to be implemented at a later date.
